Harley doesn't run properly yet (same problems as Ocean Hunter and ECA). I literally know nothing anymore about CPUs and GPUs (I lost track when I stopped programming back in 2006), so take RB's advice on this stuff 
I can only tell you that Daytona USA 2 does appear to be more graphically intensive than, say, Scud Race (much more geometry), but the CPU load should be exactly the same.
I imagine purchasing anything considered "top of the line" (or close to it) within the last year would be fine. Supermodel might get a little bit slower before it gets faster again because I want to get sound working. Adding another CPU to emulate is going to slow things down, I'm sure, and things won't improve until I get it working and can start thinking about writing dynarecs for both PPC and 68K.
