Take it apart and soak it in marvels mystery oil for a bit. Polish clean, use a little bit of WD40 as well if needed. Make sure you get all the rust off, any little bit left on it will tear up the cylinder walls.
If it isn't too bad to begin with, dropping a little mystery oil down the glow plug hole usually does the trick, let it soak a while as well.
