Forcing General controls to "This Game" controls

Hello,

I tried searching before posting but didnt really see anything.

Im new the all of this and i have built my own cab, used a I-pac4 and programmed everything. I programmed and entered a new CFG file for my quad controller and loaded it into MAME.

I noticed that while playing or attempting to play a vast majority of the games that only some of my controls would work.

Is there a way to force/override the "this game" specific controls without making a "Gamenamecontols.ini" file for EVERY game?
