A EULA isn't law. Hell, it doesn't even have to agree with law. There is nothing legally prohibiting you from running a legally purchased copy of MacOS on non-Apple hardware.
It would be like GMC suing you for putting a Chevy engine in a Ford truck (although, as with running MacOS on non-Mac hardware, YMMV).
