emulation scaling factor question

"In normal MAME games that run well on today's computers, the main CPU speed is between 1 and 30 MHz. In the high-end 3D games, that speed is between 100 and 300 MHz. We are talking orders of magnitude more processing power than was present in e.g. NeoGeo or even PsikyoSH, and that means orders of magnitude faster PCs are required to emulate them full speed."

Can someone tell me why this scaling issue is necessarily exponential for the foreseeable future? Are there any low-level tricks that could emerge to 'reduce' the translation factor?
