You said the neon lights were out around the speakers... I'll take your word for it - but to me, looking at the pic - the first thing that came to my mind was EL Wire (no, that's not Spanish for The Wire ) a.k.a. Neon String.
ETA: Looking again, this time at the larger pic. Okay. Now they look (more) like neon lights... But what are those thin/smaller white wire like things? That's what made me think they were electroluminescent wires.
....Hmmm. Aren't neon lights usually covered in some way so people can't touch them?.. well, unless they really wanted to I suppose they could. But they're usually out of the way or covered up. & I don't think those are covered up. Another argument for EL wire.
