I find it highly offensive. Imagine dragging around windows for a quick view of underlying information, and suddenly (and unwanted) you release the button. While the dragged window is at the top of the desktop area. Often happening on crappy laptop touchpads or the like.
It's in the same league with mouse gestures and websites that use div's with content in the wrong place(aka the background).
