Second control not displaying

Trying to get my ultimate I/o to run on raspberry pi, but cannot get player 2 controls to work. Player 2 will work on the player 1 joystick & buttons. Any suggestions as to what I might be missing? I’ve tried this on 2 pi’s with same result...
