A cheap Geforce 9500 GT, and Soft15Khz if you're using a real 15KHz arcade monitor. A Pentium Dual Core E6700 can be had for $85 at Tiger Direct, less on Ebay. This will run everything except the most demanding games like GTI club and games running on the Sega Naomi and Model 3 hardware. But there are faster stand-alone emulators for those.
In addition to what Tafoid said, keep in mind that the age of a game does not necessarily tell you anything about how much horsepower it takes to emulate. The complex analog circuitry used in Turbo from 1981 eats more CPU cycles than for example Galaxy Force from 1988, which runs on three 12Mhz Motorola 68000 CPUs.
That said, both games run past 300% unthrottled on a 3.16GHz Core 2 Duo so maybe not the best examples, but you get the point.
