You are likely thinking of modern multi-core CPUs too though.
Are not all Intel 64 bit CPUs at least dual core though (speaking of earliest hardware)?
Anyway, that old hardware would need no more than 4GB even with Windows7. Modern CPUs and most system offerings these days start at around 6GB though, and mine is 8GB, and I don't know who is making his system, but $80 for 1GB change is a gouge flag to me.
MY current XBMC PLUS Mame, PLUS Unbuntu, PLUS desktop system is a Zotac H55 with an i5 660 and 8GB 1333MHz RAM and a 2TB 7200RPM HD, all stuffed inside an ITX box that looks like a mini tower in a photo, but it is like half the size, and fits on my desktop!
You should see what I went through to get everything packed in there. Then, I added $20 worth of fans to that. Good thing the case was only $39. It took nearly a week to put together though, so it isn't a basic assembly and it is very easy to block fans upon closure and other little 'technical' nasties.

How cool. I have XP on it, and Ubuntu Maverick Meerkat. I get better video rendering under Windows and MameUI than I do in Linux. I must just need to get my video settings right. After I make my Ubuntu Maverick MAMEKat Live disk, I will ty it out on my Acer Revo andsee if it playes well on that. It too has XP and Ubuntu on it, but that is my XBMC box.
Anyway 4GB and XP is plenty on an old 64bit machine, especially if it will be single use dedicated. If one wants to actually use the box as a desktop as well, then a newer machine and Windows 7 Ultimate and 8GB RAM, etc. etc. IS appropriate.
It is like the folks that say you'll gain 30 Lbs a year if you drink 4 Sodas a day. I'd be dead already and buried in a piano case if that were true. Not everyone has the same metabolism.
Those old boxes and the motherboards in them simply would not garner much gain between having 4GB and 8GB RAM in them, even under Windows 7, because it too would step back performance enhancements on older hardware. JMDOHO (Just My Dumb Old Hippie Opinion).
