Let me explain it as best as I can... I know that I have to reset the machine after the dip switch change.

Using either the F2 key or the internal UI dipswitch to enter the service mode allows you to set the machine to work in 4 players mode.
RESETTING the game afterwards, saves the configuration in both cases: after restarting the machine and entering the service mode again, you can see that the 4 players mode is retained.

NOW, The difference between using the F2 key or the UI menu to enter the service mode is that with the first option, the players 3 & 4 credit buttons work and the second way don't!
