From my own experience, clock speed is by far the biggest karat (when comparing within the same architecture, which you seem to be doing). L2 cache would have a very small effect, especially since one of those has lots of it and the other one, humongous amounts.
I would expect most games to run 20% faster on the 3.06 than on the 2.53. I haven't played around with quad-cores, but I don't believe MAME uses more than 2 cores/threads, and even those, it does in a limited fashion.
