I do not believe so.
This includes the TKG-02 (Radarscope Conversion) hardware configuration still being hosed up when enabled.
It requires changing the blue radarscp_net_info from RES_NET_AMP_EMITTER to RES_NET_AMP_DARLINGTON on line 133 of \src\mame\nintendo\dkong_v.cpp.
Under older versions of mame, the aforementioned line 133 needs to be changed under \src\mame\video\dkong.cpp.
It has been broken since 0.147u1, as reported, along with the aforementioned fix, under MAME Testers: https://mametesters.org/view.php?id=5052
