Exactly What Does "Software List" Mean?

So MAME emulates the usual arcade games, but it also does console systems and older computers like Apple 2 and Game Boy. So what is a "software list"? Evidently, it's more than just a text document listing the names of all the software programs. Is this "software list" all the actual game files for everything that is not considered a regular arcade-style game?
