I never said anything about a problem with the iPAC shift function. I'm saying the reason I have Shift mapped to pause is specifically so that you have the option of either:
1) Pausing a game with a button (specifically a button labelled "Pause" on the arcade console
2) Exiting a game by pressing a combination of 2 buttons (Pause + 1P Start = Escape) so that you CAN'T exit a game accidentally.
Since Pause is mapped to Shift, it serves the dual purpose of also accessing the "shifted" i-PAC keys.
