Something like a Intel Core i5-10600K or a AMD Ryzen 7 3700X would suit you well. Paired with a nvidia 2060 or 2070. The 3070 3080 are a tad on the hard side to find right now unless you are willing to wait a few months. It sounds like you have already talked yourself into 16GB I personally stay away from the AMD/ATI graphics. Their drivers have never been that great. The hardware is always top notch though.

I would downgrade the memory to two 8GB modules instead of 1 16. As that usually gets you 1-3% more perf for low cost. Pretty much anything above that will get you much better perf but at a cost on price. For storage SSD. NVME if you want to pay for it but it is not necessary. With a few sata ports free for some sort of bulk storage if you need it later on.

This is what I am using at the moment https://www.amazon.com/gp/product/B085B3DC1T But it is a tad on the pricey side and trackpad is 'meh', and heat dissipation is meh. Other than those three things I am liking it. My req was decent screen, decently portable, and had the ability to play most of my games from the past 10 years decently with 2-3 years out.
