They want the emulators to work on ancient / weak hardware.
Current MAME runs either too slowly, or not at all, on cell phones, Pi-based micro PCs, game consoles, etc. Not to mention it might need more RAM than these devices are capable of supplying.
Retroarch has no interest in optimizing or updating the code. Why bother? It runs a ton of games already.
