Inductance and capacitance
When you connect the battery cable, you are actually making/breaking contact rapidly. Radio and stuff are still hooked up, so you are creating AC EMF greater then the battery voltage to shock you. You can get a shock with a 1.5V battery and a coil.
Want a real shock, try the transformer in a microwave. Actually, don't. It can kill you. I touched the tip of my finger on ground and 1cm away at the finger edge on a running microwave. Burnt a hole in the finger and smelled like burning hotdogs. Same smell as when I got my eyes lasered. I could not move my arm for 30 minutes. Same feeling as when your leg is a sleep.
Live monitor flybacks are childs play. I could hold one all day long. (Not recommended.) The shock from a charged CRT has more kick. More current stored that is released in a quick discharge. Makes me swear everytime.
