Probably just small incandescent light bulbs. I had them on my train boards when I was younger. Wired under the board for signs, buildings & such or just hanging like those pictured for night skies. Larger ones(like xmas lites) make for that nice warm glow in the buildings. Just do a quick Google for HO model lights and you might be surprised at all the different types there are, especially these days.
That's my best guess.
