My CPU gets too hot question

While I'm playing San Francisco Rush 2049 special edition, my CPU gets over 170° f, is that normal? I'm using my Dell Optiplex 5080 mini tower, 10700 i7 cpu and AMD Radeon RX 640 graphics card

Short answer yes.
170f is only 76c which isn't that hot for a modern CPU.
SF2049 runs on the MAME Vegas driver, which is fairly demanding to emulate due to the original hardware using 3DFX graphics.
Many MAME drivers are extremely demanding even on the latest CPUs due to clock cycle-accurate emulation.
The Dell 5080 uses a very basic extruded aluminum heatsink, very similar in design to the Intel OEM heatsink, with a basic 80mm fan on top. It's not a high efficiency heatsink design and is not going to keep the CPU super cool under heavy loads.
Also being that your system is likely about 4-year-old, the horrible OEM thermal interface material is probably halfway to being like concrete, reducing the efficiency of the heatsink more.
Replacing the factory thermal interface material with a good quality thermal paste will likely help at little.
To improve the heatsink you can grab one of Dell's factory tower coolers they supplied with K-series CPUs from Amazon: https://www.amazon.com/High-Quality-Factory-VWD01-0VWD01/dp/B09TPMYKVM
Some aftermarket coolers can be made to fit too but may require a trip to the hardware store to buy suitable screws to mount them to Dell built in backplate.
