rom missing from -listxml output?

Hi all,
When running mame -listxml the output doesn't show the file "epr-23603.ic8" as being past of "stvbios.zip", but this file is required for (amongst others) "colmns97.zip".
As a result the dat I cobble together from that output doesn't produce the proper sets for some games.
Am I misunderstanding something here, or is there a bug in the output of -listxml?
