What does MAME do with the exact same settings?

It seems 80070057 means that an invalid argument was sent to a d3d function. I'm not an expert (or even a novice) with d3d so I'm unable to advise further.

I have to admit to not noticing an extra cmd window.
I assume you're using -video auto or -video d3d currently? These require directx9 to be installed (not a standard feature with supported windows platforms). If this is all ok what happens if you try another video mode such as opengl or bgfx?

I'm defaulting to d3d so I can use HLSL scanlines because I'm not adept enough at editing bgfx to my liking. But opengl and bgfx do work aside from that.
