Best way to format retro game videos for YouTube?

What's the best way to format low resolution retro game videos to upload to YouTube? If I just scale them up to 4k, is the pixel distortion nearly unnoticeable? What if I want them to have scanlines? Would I have to use an integer multiplier and have black bars on all sides?

Maybe this is a highly controversial idea, but: you could just try a couple of the things you mentioned in your post, and see how it goes ? After that, you might be able to ask more specific questions about the specifics of the things you are running into.
