Newer unemulated version of Major Havoc Return to Vax

The latest (final) version of Major Havoc Return to Vax is 1.8. The version in MAME and HBMAME is an earlier version though I'm not sure which one.

The author normally makes a PR, but maybe he's still working on it.

Once he started working on "The Promised End" he seems to have abandoned his site and this version. So that should make R2V the final version (at least for now) since he's been working on The Promised End for a couple of years now, incorporating a lot of that into it.

I added that version in, but although it runs I'm not really sure about it...
- There's nothing on the screen about it being Return to Vax
- There's nothing to say it's version 1.8, it just says 4.0 like the one in MAME.
- So...
