Super Street Fighter 2 Turbo "deceleration"

Hi! I (and I believe many others) wish there was a rom hack for HBmame that would change the game speed of Super Street Fighter 2 Turbo to the same speed as Super Street Fighter 2, which is no frame jump. As was done with Street Fighter Hyper Fighting (Deceleration) sf2hfus02. There's even a "CHEAT" in mame that does this, but I wish there was a rom that came with it ready, it should be a simple and easy thing to do for those who are skilled in editing roms. Thanks.

Hang on, hang on....
So you want someone with the skill, and obviously copious amounts of free time, to track down the bits in a binary ROM blob. To effectively corrupt and bastardise an original arcade preserved ROM because you don't want to have to go into an options menu ?
"it should be a simple and easy thing to do" - What like going into an options menu?
Anyway. I'm sure these people who are "skilled in editing roms" will be queuing up to help out here.....

I imagine that whoever makes romshack does it because they like it and find it fun.
I said that it can be something simple because the addresses and parameters of what needs to be modified in the game are already identified in the game file within the mame cheat.
So I imagined that it could be something not so complicated for someone who is already used to doing this, but from your friendly words it seems I'm wrong...
