This new layfile updated to genout5 and genout6 broadcast the lamps ON but stays ON all the way.
It seems a bug on newer MAME version or ROM.
Not layfile related.
The older versions were using lamp0 and lamp1 as outputs and work fine.

In the meantime there is no fix for it I will use older MAME version and keep my Chase HQ with blinking lamps as it should be.

If you're using mame 245 or earlier then lamp0 and lamp1 are correct. All versions after that use the current code. This was changed in the taito driver of mame in version 246 by hap.
