might be a twin rom as the cars match the art and make more scese for a jp f1 game i.e the big 4 teams the one Japan team and the team with the other Japanese driver

Footwork (which was Larrousse) and Venturi Larrousse did have Japanese drivers (Aguri Suzuki and Ukyo Katayama respectively) so that wouldn't surprise me - Video System's F1 games also follow the same formula regarding playable teams (the Big 4 and two teams with Japanese drivers - in f1gp it was Tyrrell (Satoru Nakajima) and Larrousse Lola (Aguri Suzuki).
I wonder what teams are playable in ID 3/5 and 4/8 on that undumped version though.
