TRS-80 Model 4

I have noticed that the TRS-80 Model 4 emulation driver is marked as working, however, it only boots Model III disks. Any existing insights as to why this is? Shouldn't the driver be marked as incomplete and having issues with the disk subsystem? 
PS: I am not a new user, I just can't remember my old user name...
