It’s a corrupt file, not actually a zip archive or an unusual variant of the format that MAME doesn’t support!!!!!
edit: Is it actually causing a problem for you, or does it just not have a 64-bit directory because it’s not a multi-gigabyte file that needs one?!?!

The zip tests fine with 7zip and the game loads fine otherwise so maybe it's just an indication that the zip file doesn't have any extended attributes of the ZIP64 format?
