So, I got me an old Top Speed cabinet. I want to get the Steering Wheel, gas pedal, and shifter into my MAME cabinet. Will one optipac do the job???

Micro Switch. Gas is either 0% or 100%. Another words it's on or off.

This is optical. You can tell by the 2 little black squares between the 2 screws.

I assume one opti-pac can handle all three devices?
Also, would anyone know if the signals from the steering wheel would be active high or active low? The wheel was from a Top Speed arcade cabinet.

It's an quadrature encoder so it doesn't really have active high or low. You'll have to experiment with the A & B outputs (if the car turns opposite of the wheel, then reverse A & B). The connection diagram for the wheel is on page 17 of the manual (which you may find useful).
