I think it's whenever you started staying home for anything but groceries/gas. For me it's 1 month ago which is 2 weeks longer than if you waited for our retard in chief to ask for it, and for our absolute dumbest citizens they might not have started yet. Like Alabama.

Our governor decided we needed to protect prisoners in county jails from the virus, so... released them without testing.
That has so far worked out about as well as can be expected. At last report, one has been re-arrested after 5 days. The state isn't doing very well, and I'm just sitting here in my room.
