The program is scrambled. There is a segment that matches the RES, NMI, and IRQ vectors, and has valid code. This segment is a fake program that initialize both PIAs and the CRTC like in a Golden Poker board, using the offsets where these devices are normally mapped. They took all these efforts just to show the skull warning screen. The real program is located in another segment, and initialize these devices in way different offsets, where this hardware has them mapped.

I wonder if it was originally released with the real program in battery backed RAM and that dummy program in the ROMs.

Has sense. Maybe for another game. Playing with the segments, is too easy to find the correct order.
