Quoting the driver...
"Gambling/Amusing game
Selectable through DIP switches."
There is a DIP switch that allow the payout. In normal mode is "only for amusement".

Add another title to the 'Engrish' list of examples. See older era Cave games intro 'Warnings'. Lots of examples in those Cave games. I guess that is better than the game 'Berdertime' that the 'grabby hand fondler-in-office' [see Hamberders for reference] says instead of Burgertime.

Good find there.
Going by wip images, I am guessing this was only meant for a cocktail table or a stand-a-round [elevated stand up table]. The graphic boat images somewhat look hokey/amateurish drawing image quality, but that is secondary since it is the gambling part that is most important.

I'm a bit short of spare time, but need to see if can get rid of the complex multiplexion of this game (one line drives till 12 inputs), and also have remaining stuff from Team Europe to work on...
If I can't, surely another dev could add them "as is" for now. Then will be worked eventually.

The sound isn't too great, either. Most gambling games severely underuse their sound chips. Japanese ones are often an exception, but not this no-name joint.
If you want to see (and hear) a similar race betting game with much more sophisticated graphics and music, take a look at Last Bank. (There are a fair number of video slots running on the same hardware as that game which would make great dumping targets.)
