If that is already supported in HBMAME, that is probably as good as it is going to get. The hack inclusion policy has been loosened over the years, but the only way I can see the enhanced/hack romset being supported in MAME is if it were ever out in the commercial market as an actual coin op product for marketing.
In some cases, the distinctions of what gets supported in MAME might be in a nebulous gray/grey area (lines being blurred), but it depends if what gets supported was out there on the 'market' whether as an actual coinop product or some part of an embedded commercial gameplay product that was marketed as some console game product.
If the 'enhanced' / hack OutRun somehow gets added to some future home office commercial appliance product for sale, pending Sega's approval....heh...then it probably would be supported in MAME. This is one of those cases where Sega's corporate law firms would not approve of any so-called enhanced version of the game to be out there on commercial market without Sega giving approval.
That is why I see this as an item that would only appear on HBMAME and not on official version of MAME. The way how source code is online and available, one can build their own MAME build with enhanced version of OutRun being supported if roms are out there. I can't see it being supported in official build of MAME.
