Thanks to ArcadeHacker, Recreativas.org & ClawGrip we got Gaelco Euro League for Ervisa Arcade Modular System. The game is a bootleg of Tecmo World Cup '90 adapted by Gaelco to run on the Modular System (http://www.recreativas.org/modular-system-2426-ervisa).

Best I can tell the 'modular system' is just a PCB cage, with PCBs designed to fit it, that are entirely different between games, and it was just used for a bunch of bootlegs.
Not really a system at all, just some marketing ploy to sell you a hunk of metal.

The pencil-written text on the label says "damaged" or "broken." I hope that it's something that can be fixed.
