The N64 port, maybe, the console side of the project is much more open to homebrew developments as it's an integral part of the scene.
The arcade thing, maybe, as a hack, obviously, because there's a fair chance of it ending up on arcade boards.
I was reading a year or two ago that a good number of the non-Korean Yunsung translations etc. might be 'unofficial' done for the market at the time (somebody claiming to have done the Italian / Spanish translation without a license) but since the products are of bootleg quality anyway, ended up being considered official and maybe even sold in those markets later by Yunsung or just others claiming to be licensees of Yunsung...

I was part of the game translation scene for over ten years and the one thing we usually agreed on was to not distribute pre-patched versions of games. I also basically quit doing these translations because I got tired of assholes selling them on bootlegged carts, instead of using flash carts, which is much more wallet friendly and less prone to giving money to people who destroy perfectly working carts to make a few bucks.
Anyway. Reading the readme file, it seems the creator of the patch might be fine with this being in MAME eventually, and it looks like they took steps to prevent assholes from making pirate carts, so I guess it should be fine if this gets added to MAME.
Sorry for projecting my issues with bootleg cart makers on this post.
