Utilizing File Manager from the internal MAME UI

Is there a way to add "File Manager" to the left menu of the internal MAME UI after you select a console?
For example, if I select Nintendo Entertainment System / Famicom (NTSC) from the main menu, a list of cartridges is displayed with "Unfiltered" selected from the left menu. At the bottom under "Custom Filter", can there be a "File Manager" selection that gives the same options that are available when a cartridge is loaded? Or, can you start the NES WITHOUT selecting a cartridge (like you can with [START EMPTY] on Sega Master System) or similar to starting from the command line (mame64.exe nes) and selecting the cart from the file manager in there?

SMS lets you start empty because the real machine's BIOS has a built-in game. The NES doesn't have a BIOS at all, it runs completely from the cartridge and does nothing useful without one.
