He's normally always 100% serious which is what makes it more pronounced here but I get it if it's the first time you've seen him/his show.

The tactics start within the legislative branch of US of doing the dirty work, and forwarding the legislation to the sob-in-office for him to think he is doing something 'bigly and wonderful'. A lot of this is being done so the GOP crooks and their monetary paymasters (ie: Mercers and Koch brothers) can try and siphon off nearly all the US Treasury money for their December 2017 tax scam legislation.
- Also in October, Senator John Barrasso a Republican who chairs the Senate Environment and Public Works Committee, proposed legislation to end the EV tax credit entirely. -
That's why the sane portion of the US voters outvoted and removed loads of GOP crooks in 2018 midterms. iirc California got most of its act together and voted out close to 2/3rds of GOP incumbents which one of them Rohrbacher, represented my district, is out. Rohrbacher was a supporter of Putin and Russian oligarch pals. Likely other California GOP incumbents also got money from Russian oligarchs. One of them, don't recall who, held a district in northern California and had some town hall meeting with his constituents and made some jackass reasoning of: "Putin and Russian oligarchs are more deserving of the US treasury money instead of US citizens." The 2016 elected CA GOP incumbent never had held any town hall events until that one that was either in August or September 2018. imo if he pulled that stunt in another country, he wouldn't have made it out alive.
I know it wasn't Devin Nunes (Fresno region) that said that, but it was someone on the House branch level. GOP crook Devin Nunes still won his seat and so did another GOP crook in southern San Diego region now under criminal indictment and will be facing a criminal trial next year. California ridded most of the GOP crap to where it only represents remote crazy backwards regions of California.
Although the Senate is still in control by GOP, that should change in 2020. For time being the House branch will be run by non-crooks. - Democrats will take control of the U.S. House in January and are unlikely to agree to end subsidies for electric cars and many have been pushing for additional incentives.
Tesla and GM have lobbied Congress for months to lift the cap on electric vehicles or make other changes, but face an uphill battle make changes before the current Congress expires. -

If you mean the sob, I believe some of the associate members of the American Physchoanalysis Association, a smaller alternative to the more known American Phsychiatric Association, now suspect the sob to be have his own mindset in some alternative reality view....his mind thinks of something along the line of where Saudi Arabia and Russia are friends of the US and where Canada, Australia, European Union are the enemies of the US. That's what we are dealing with imo. We're lucky he hasn't had the mindset of taking the nuclear football with its codes and launched warheads yet, but he might have the mindset of attacking Iran if he thinks Special council Mueller and staff begin unsealing indictments against his staff members.
Tuesday: Flynn appears in court for his own charges Wednesday: Cohen appears in court for his own charges Friday: Manafort appears in court for his own charges
This is where this week will be interesting and hopefully outcomes will favor the sane portion of the US population.

No actually I was saying the host of the Humanist Report is normally always serious, I don't think I've ever seen him laugh other than here, that is what makes this outburst pronounced. But it also feels like an honest reaction to Trump's incredible stupidity despite the non-professionalism and distracting beard length.
