The NeoGeoBios on newer MAME releases now call for a sp-j3.sp1 archive that i can't find anywhere on the internet and the world, where to find it?

Your options are to find/update your roms or you can probably launch games using command line and it should work.
Using command line doesn't require you to have everything in some cases so feel free to give it a try.
