Samurai is code name of Hikaru hardware in general. This ROM board is factory / manufacture test program.

Since this is an internal/developer use board, I'm guessing it won't be as heavily protected as the actual arcade board, and might have more diagnostic info/access points about important memory locations, signals etc.
Will access to this board now allow mamedev to fill in some missing information and allow some more progress on Hikaru emulation?

I don't think the problem is with protection. But lack of documentation on the 3D chips.

I didn't just mean protection, but any/all other things maybe including what you pointed out, although how you even go about reverse-engineering GPU chip internals boggles my mind.
