Michael Moffitt dumped Bicycle King, some sort of betting game, and interestingly the PCB is serial #1. Also Kevin Eshbach improved the documentation for Venture.
Also known by its Japanese title, "Keirin Ou" (競輪王), this is the earliest known game by Excellent System. Excellent later developed another bicycle race betting game, Last Bank, which shares its hardware with a fair number of undumped betting games.
If you think that's packing it in tight, try finding a PCB picture of Excellent System's Witch, whose ES-9104 hardware appears to be vaguely descended from the ES8611 hardware of this game. For Witch, Excellent replaced most of the fat SRAMs with skinny-DIP ones, replaced the two 8255s with one equivalent M5M82C255ASP, upgraded the PSGs to YM2203s and supplemented them with ADPCM. The resulting complexity is vaguely intimidating.

Yep, definitely more tightly packed. Flyer covers part of the board, but I assume from what you say that is just as populated as the rest.
Jimmy says...."Jimmy don't wear shorts when riding on any bicycle. Jimmy and shorts kinda clash. Now excuse Jimmy. Jimmy going to go put the moves on Elaine."
