As you indicate there are differences this time around.

1. likely a relationship quarrel where vengeful ex decides to target specifically at selected students rather than entire school.

2. no semi automatic rifles that can carry a decent size cartridge (30 rounds)to take out numerous casualties.

My guess had this been same scenario like what happened last month, it would be almost the same results.

1. Pull fire alarm switch if accessible. Students and faculty being trained to go with all fire alarms being the real event and being gunned down by someone set up to take out students when everyone exits classrooms and walk down hallway corridors etc.

2. Cause enough panic and chaos to prevent armed security personnel from determining who is doing the shooting.

It is the unfortunate same playbook that enough vengeful gunners know what to do when wanting to cause mass casualties at school campuses.

It depends which USA states are willing to spend money to protect students. Some states are so 'Republican-Red' that they can barely spend money since state taxes are absolute zero for corporations and the 1% that are millionaires or billionaires. The taxes are skewed downwards to regressive sales taxes that affect poor and middle class while the 1% percent can claim various deductions and not pay anything....in fact some of the 1% will try and claim state tax credits and take that money for themselves.

Which is why states such as Kansas, (recently Oklahoma), and backwards Mississipi are always broke when it comes to spending for general population while the 1% almost steal everything from those states. The 3 states are almost at a failed state level (close to Afghanistan and Somalia comparison) from a recent United Nations report that was released a few months ago.

Some of the so called blue states (CA, WA, OR, NY etc) are still spending money on public school resources such as better trained security personnel compared to red states. Some of the largest size metro cities Los Angeles and New York need school police units that are a sub unit base of the police departments especially Los Angeles school police.

Hard to say if that stuff can still prevent mass casualties when a student / students are well stocked with multiple semi automatic rifles, ammunition, explosives and have a planned out strategy to cause mass casualties. What took place in Oct. 2017 Las Vegas strip (outdoor concert) showcases the amount of damage that can be done if a well armed individual has enough weapons to take out dozens of victims. The concept of outdoor events happening near skyscraper buildings may have to be a thing of the past if guns are going to still be flow freeing without restrictions.

I wouldn't be surprised if something similar happens in NY Central park in case huge outdoor music events take place out in the open.
