I don't believe this discussion existed, but probably in his own dementia alternate reality world or else there would already be a response of denial by Canadian government if PM Justin Trudeau doesn't want to be anywhere near having to make a response himself about this.
It somewhat reminds me of Gene Wilder's tv show character of Mr. Stein (law firm partner's founder) on Will and Grace. Mr Stein had mental breakdowns and would occasionally argue with himself on the tv series.
