Street Fighter 2 Turbo (sf2hfj.zip) runs too faster than the real arcade

From the video, the timer in the game goes from 99 to 70,actually takes 16.2 seconds.
But in MAME, the timer in the game goes from 99 to 70, actually takes 14.5 seconds.
MAME is about 10% faster than the arcade.
Is it a bug to be fix ?
