This fixes Tecmo World Cup ’94 graphics

Progress along the way even if there are remaining issues yet to be resolved with emulating the various games from this particular pcb hardware.

For time being, it is Stern Mazer Blazer hardware with the rifle gun game now considered to be in working shape. Hopefully Mazer Blazer will be working in case a full new set of Mazer Blazer roms surface.
