looks more like an unofficial, possibly region hacked, conversion; no official labels at all.
(most Taito games can be region hacked with a byte change, haven't verified this one, but...)

I know all of this, already brought it up on the DU list, Brian says it's more than the 1 byte swap.

Nope, it looks like this one is a legit prototype or location test version.
Line 5 of the copyright notice screen says:
OUTSIDE THESE TERRITORY MAY
If you region hack the current Japan set to US line 5 says:
OUTSIDE THESE TERRITORIES MAY
So this new set is an earlier set and when set to the 03 region it comes up as a game by Hot-B Co., Ltd. and not Taito.
