The 1983 Atari arcade game.
I don't have a yoke and I haven't played the original cabinet so what are the best settings to get this as close as possible with a mouse? I have a lot of lag and can barely hit anything. I wonder if something's wrong.
Currently using: joystick deadzone 0.01 joystick saturation 1.0
In game X, Y analogue sensitivity both at 70

Those settings are for analog joysticks. Sensitivity is a per-game thing. Start the game, hit Tab to bring up the menu, choose Analog Controls, and adjust it there.

That's where they were set. They're all having some effect on it (even the ones you say aren't), but they're not feeling good.

Keep experimenting - that's the best solution for Your problem.

Well I was hoping someone who actually plays it could share their settings and explain how I could get rid of the lag.
