MAMEUI Download Won't Extract

I've downloaded MAMEUI 0.184 32 bit and I can't get the file to extract. I get an "unknown method in mameui" message. I am using Windows XP which the page states it might work in XP, but I assumed that statement was for the program, not the extraction process. I am using XP SP2 because a game totally unrelated to MAME will not run on XP SP3

Apparently every computer I ever downloaded a 7zip file on had it installed already....I thought it was a self extracting file. MAMEUI is working well on XP SP2. Thanks for helping out a novice that thinks he knows more than he really does.
