So, MS broke Windows 10?

This week, and not before, when anything is running fullscreen, tabbing out of that app will leave me unable to use the Start menu. I can open it, but it is otherwise disabled, with nothing in it responding, highlighting, or scrolling. Additionally, using any other app while one is fullscreen may crash that app.
I open a game fullscreen mode (I've tried several), and tab out. Start menu won't work.
I use alt+enter or other method to exit fullscreen mode, and the start menu works.
I wanted to use Excel, as I've been doing, to track something in the game. While fullscreen mode is disabled for the game, it works fine. If I edit a cell without disabling FS, Excel crashes.
"So don't do that." Yeah.

Update last night seems to have fixed it
