drivers with not working state saves

I know that these drivers all state "state saves are not supported for this machine"; I am requesting for them to be supported. Save states don't work at all in the Photon driver. Save states work in the Leland driver, but in Cerberus (the only game I tested), graphics sometimes get stuck on the screen.

photon banking isn't save state friendly, as currently implemented. I'll have a look at cerberus. EDIT: Cerberus is the only one which hasn't got the bankswitch in that driver. Bankswitch as currently implemented isn't save state friendly. For the time being I'll just save the missing variables but actually marking the driver as supporting saving will need more work.

Thank you for looking into the problem.
